"Certificate of Issue of Forage to Brig. Gen. W. F. Bartlett in the month of July, 1864.
I certified that, during the month of July 1864, I issued forage for two private horses of Brig. Gen. W. F. Bartlett, as shown by the accompanying requisition.
Gen. Bartlett is now a prisoner in the hands of the enemy and I am therefore unable to obtain his receipts.
